Why is he constantly looking for me and staring at me but not bothering to come up and talk to me?

Now, he usually points me out in a crowd from a distance and just stares at me but the moment I walk by him he turns his head the other way.

I would be doing something on my phone and I would happen to look up at lunch and there he would be point blank staring at me while he's with his friends.
