He says the kids constantly hit him when I'm not looking and that I'm simply picking favorites.

It isn't that he doesn't follow my instructions but instead he doesn't even try to look somewhat engaged.

He however looks at me angrily when i mark him off for participation for his constant indifference with everyone in the class and my instructions.

He then tells me that he doesn't care what's my deal with him but is going to do the work anyway.

I even told him that I would talk to his parents but he just said that they wouldn't bother to come anyway.

I know he reads before being instructed to do so and I feel he is putting a bad example for the other kids.
