Courts will decide what to do when laws conflict or when laws might be unlawful

In other words, a vote in LA counts as much as a vote in Fresno. Once it a proposition is passed, the legislature cannot adjust or repeal the measure without another vote by the voters. For example, in a case of an emergency, Prop 54 has a clause that says it can be waived by 2/3 vote of Congress.
