Google will tell their users if there is a guideline they have not met

However, it really is worth doing this. If a user has not done this before, they will be given the opportunity to make things right. Not meeting the guidelines on a continued basis. Not paying the fees for advertising. Not meeting guidelines that will harm the user in some way.
